摘要: This paper researches the overall construction target of government-led urban complex construction projects based on the perspective of sustainable urban development.In order to achieve benefit maximization, the meta-synthesis management for the government-led urban complex construction project is studied.In order to combine theory and practice, several typical government-led urban complex construction project cases, such as Guangzhou Higher Education Mega Center and Guangzhou International Financial City etc. areexamined. These examples point to thefeasibility of government-led meta-synthesis management and demonstrate the benefits that can be achieved through this model.

Estimating the number of Chinese cancer patients eligible for and benefit from immune checkpoint inhibitors

摘要: The total number of cancer patients who are eligible for and will benefit from immune checkpoint inhibitors (ICIs) in China has not been quantified. This cross-sectional study was conducted to estimate the number of Chinese cancer patients with eligibility and response to ICIs based on the 2015 Chinese cancer statistics and the immune checkpoint inhibitor clinical practice guideline of the Chinese Society of Clinical Oncology. A total of 11 ICIs were recommended for 17 cancer types. The estimated number of eligible patients annually was 1 290 156 (55.18%), which included 888 738 males (60.05%) and 400 468 females (46.67%). The estimated number of responders annually was 448 972 (19.20%), which included 309 023 males (20.88%) and 139 764 females (16.29%). Gastric cancer (n=291 000, 12.45%), non-small-cell lung cancer (n=289 629, 12.39%), and hepatocellular carcinoma (n=277 100, 11.85%) were the top three cancer types with the highest number of eligible patients. Non-small-cell lung cancer (n=180 022, 7.70%), hepatocellular carcinoma (n=75 648, 3.24%), and small-cell lung cancer (n=64 362, 2.75%) were the top three cancer types with the highest number of responders. In conclusion, ICIs provide considerable benefit in Chinese cancer patients under optimal estimation.

Cost-benefit analysis of China’s national air pollution control plan

摘要: China’s rapid economic growth has caused severe air pollution and public health problems. Therefore, the Chinese government launched the National Air Pollution Control Plan (hereinafter referred to as the “Air Plan”) in 2013–2017 to improve air quality and safeguard public health. In this study, an analytical framework for a cost-benefit analysis applicable to China was constructed, and the costs and benefits of the implementation of the “Air Plan” in 30 cities and provinces in China from 2013 to 2017 were evaluated. Results show that the total cost of implementation of the “Air Plan” is 1.6511 trillion RMB. The benefits of air quality improvement were determined to be 2.4691 trillion RMB through the willingness-to-pay method to calculate the economic loss of premature deaths. The net benefit related to the implementation of the “Air Plan” was 818 billion RMB. The public health benefit of air quality improvement was 1.5 times the cost of the nationwide implementation of the “Air Plan”. At the provincial level, net benefits that reach 279.3 billion RMB were the highest in Guangdong, whereas the benefit-cost ratio, where the benefit was 5.5 times the cost, was the highest in Fujian. Estimations in this study can serve as a reference for China in formulating similar environmental policies and implementing the “3-year Plan to Defend the Blue Sky”. In addition, these estimations have practical significance for advancing the long-term effective mechanisms of the cost-benefit analysis of China’s environmental policies.

Nodal, zonal, or uniform electricity pricing: how to deal with network congestion

摘要: In this paper, the main contributions to congestion management and electricity pricing, i.e., nodal, zonal, and uniform electricity pricing, are surveyed. The key electricity market concepts are structured and a formal model framework is proposed for electricity transportation, production, and consumption in the context of limited transmission networks and competitive, welfare maximizing electricity markets. In addition, the main results of existing short-run and long-run congestion management studies are explicitly summarized. In particular, the important interconnection between short-run network management approaches and optimal long-run investments in both generation facilities and network lines are highlighted.

Reactive power deployment and cost benefit analysis in DNO operated distribution electricity markets

摘要: The aim of this paper is to analyze unbalanced radial distribution systems (UBRDS) with the distribution static compensator (D-STATCOM). The main objectives of this paper are D-STATCOM allocation in UBRDS with an objective of providing reactive power support to enhance voltage profile and reduce line losses of the distribution network, determination of optimal D-STATCOM rating subjected to minimization of total cost, and impact of D-STATCOM placement on improving power factor and savings in cost of energy loss. The analysis is conducted on a large industrial load model with light, medium and high loading scenarios. Further, the impact of load growth is also considered for better planning of the power distribution system. The results are obtained on standard 25-bus UBRDS to check the feasibility of the proposed methodology.

Power maximization of variable-speed variable-pitch wind turbines using passive adaptive neural fault

Power maximization has always been a practical consideration in wind turbines. The question of how to address optimal power capture, especially when the system dynamics are nonlinear and the actuators are subject to unknown faults, is significant. This paper studies the control methodology for variable-speed variable-pitch wind turbines including the effects of uncertain nonlinear dynamics, system fault uncertainties, and unknown external disturbances. The nonlinear model of the wind turbine is presented, and the problem of maximizing extracted energy is formulated by designing the optimal desired states. With the known system, a model-based nonlinear controller is designed; then, to handle uncertainties, the unknown nonlinearities of the wind turbine are estimated by utilizing radial basis function neural networks. The adaptive neural fault tolerant control is designed passively to be robust on model uncertainties, disturbances including wind speed and model noises, and completely unknown actuator faults including generator torque and pitch actuator torque. The Lyapunov direct method is employed to prove that the closed-loop system is uniformly bounded. Simulation studies are performed to verify the effectiveness of the proposed method.

Determination of 27 pharmaceuticals and personal care products (PPCPs) in water: The benefit of isotope

摘要: • Isotope dilution method was developed for the determination of 27 PPCPs in water. • The established method was successfully applied to different types of water samples. • The correction effect of corresponding 27 ILSs over 70 d was investigated. • Benefit of isotopic dilution method was illustrated for three examples. Pharmaceuticals and personal care products (PPCPs) are a unique group of emerging and non-persistent contaminants. In this study, 27 PPCPs in various water samples were extracted by solid phase extraction (SPE), and determined by isotope dilution method using liquid chromatography coupled to tandem triple quadruple mass spectrometer (LC-MS/MS). A total of 27 isotopically labeled standards (ILSs) were applied to correct the concentration of PPCPs in spiked ultrapure water, drinking water, river, effluent and influent sewage. The corrected recoveries were 73%–122% with the relative standard deviation (RSD)<16%, except for acetaminophen. The matrix effect for all kinds of water samples was<22% and the method quantitation limits (MQLs) were 0.45–8.6 ng/L. The developed method was successfully applied on environmental water samples. The SPE extracts of spiked ultrapure water, drinking water, river and wastewater effluent were stored for 70 days, and the ILSs-corrected recoveries of 27 PPCPs were obtained to evaluate the correction ability of ILSs in the presence of variety interferences. The recoveries of 27 PPCPs over 70 days were within the scope of 72%–140% with the recovery variation<37% in all cases. The isotope dilution method seems to be of benefit when the extract has to be stored for long time before the instrument analysis.

高速公路项目社会经济效益的产生机制及其评价研究

基于系统工程的思想,通过分析高速公路社会经济效益产生的机制,建立了区域经济—公路交通发展系统动力学模型,以天津市津蓟高速公路为例,通过系统仿真误差检验,证实了该系统动力学模型的仿真效果较好、性能稳定。通过已建—未建高速公路系统仿真结果的有无对比,计算并预测出了津蓟高速公路2003—2013年各年的社会经济效益,从而实现了高速公路项目社会经济效益评价的定量化目标,为今后类似项目的开展提供了理论指导。

Reducing CO emissions from the rebalancing operation of the bike-sharing system in Beijing

摘要: With the development of the bike-sharing system (BSS) and the introduction of green and low carbon development, the environmental impacts of BSS had received increasing attention in recent years. However, the emissions from the rebalancing of BSS, where fossil-fueled vehicles are commonly used, are usually neglected, which goes against the idea of green travel in a sharing economy. Previous studies on the bike-sharing rebalancing problem (BRP), which is considered NP-hard, have mainly focused on algorithm innovation instead of improving the solution model, thereby hindering the application of many existing models in large-scale BRP. This study then proposes a method for optimizing the CO2 emissions from BRP and takes the BSS of Beijing as a demonstration. We initially analyze the spatial and temporal characteristics of BSS, especially the flow between districts, and find that each district can be independently rebalanced. Afterward, we develop a rebalancing optimization model based on a partitioning strategy to avoid deciding the number of bikes being loaded or unloaded at each parking node. We then employ the tabu search algorithm to solve the model. Results show that (i) due to over launch and lack of planning in rebalancing, the BSS in Beijing shows great potential for optimization, such as by reducing the number of vehicle routes, CO2 emissions, and unmet demands; (ii) the CO2 emissions of BSS in Beijing can be reduced by 57.5% by forming balanced parking nodes at the end of the day and decreasing the repetition of vehicle routes and the loads of vehicles; and (iii) the launch amounts of bikes in specific districts, such as Shijingshan and Mentougou, should be increased.

Mass and heat balance calculations and economic evaluation of an innovative biomass pyrolysis project

摘要: Biomass can be converted into flammable gas, charcoal, wood vinegar, wood tar oil and noncombustible materials with thermo-chemical pyrolysis reactions. Many factors influence these processes, such as the properties of the raw materials, and temperature control and these will affect the products that are produced. Based on the data from a straw pyrolysis demonstration project, the mass and heat balance of the biomass pyrolysis process were analyzed. The statistical product and service solutions (SPSS) statistical method was used to analyze the data which were monitored on-site. A cost-benefit analysis was then used to study the viability of commercializing the project. The analysis included net present value, internal rate of return and investment payback period. These results showed that the straw pyrolysis project has little risk, and will produce remarkable economic benefits.

基于成本收益分析的集成测试序列生成优化方法 Research Article

摘要: 集成测试是面向对象软件测试的重要组成部分。传统的类级集成测试顺序研究策略大多围绕如何降低测试成本开展工作,并未考虑赋予可靠性风险较大的节点较高测试优先级,从而影响软件测试效率。本文提出一种兼顾测试成本与测试效率的方法生成集成测试序列。根据软件在不同场景下的运行状态,将其映射成多层动态执行网络(multi-layer dynamic execution network,MDEN)。借助该网络模型与概率风险评估方法为软件中每一个类赋予风险权重。利用成本收益分析方法,在生成测试用例的过程中保证两条原则:为高风险的类赋予较高权重,同时最小化测试桩复杂度。在此基础上,分析测试序列对软件系统总体运行风险的影响,从而提出评估测试序列优劣的度量方案。通过与现有算法的实验对比分析,证明所提算法生成的类级集成测试序列能有效降低测试代价。最后,将所提算法实现为自动生成集成测试序列的开源工具ITOsolution。
